My friend, Tony Lloyd, had an interesting 10 minute rule Bill this afternoon.* His Rental Accommodation (Thermal Insulation Standards) Bill would encourage landlords properly to insulate their properties. During icy weather and sub zero temperatures it is easy to spot the well insulated property. There is snow on the roof. In a scale of 100 (well insulated) to 0 (no insulation), housing in England has crept up to 50 in 2007 from the previous high of 42. Social landlords such as housing associations do quite well coming in at 58 on the scale. Owner occupiers and the private rented sector trail behind at 48. Tony told us that 16% of private tenants – that’s 400,000 people – live in conditions where the cold is threatening to their health. That is truly shocking! We should zero rate VAT for energy saving work. It’s a start but there is much more to do. *These Bills have next to no chance of becoming law – though a few do. They allow MPs to raise issues which might otherwise be neglected. Tags:
