A great speech from Alan Simpson this afternoon in the debate on the Energy Bill. He argues for the introduction of carbon emissions performance standards (EPS) and will be pressing New Clause 15 to a vote. He tells us the new clause is not everything he wants it to be - but he is seeking consensus to move things forward. In a speech full of wit and passion, he tells us that setting standards would not deter investment. Indeed, investors look for transparency, certainty and longevity before they part with their money. He goes on to say that regulation drives innovation citing the example of California which insisted on catalytic converters despite huge opposition from the car industry who complained it would drive them out of business. My friend Colin Challen gets up to speak and I listen carefully. He is an acknowledged expert on climate change and his views carry great weight. He tells us there is no satisfactory definition of carbon capture and storage and while he is in favour of EPS there are huge uncertainties about the technology, the legalities of pumping carbon underground and so on. He concludes that EPS is, for the moment, premature. A good debate. I shall vote for New Clause 15.
