Today, the House of Lords Committee for Privileges tells us what they are doing to keep the peers well behaved. No more scandals involving lobbying lords. We hope. The new Guide to the Code of Conduct (HL Paper 81) tells us that from the start of the new Parliament all peers will, for the first time, be required to sign an undertaking (there’s that word again) to abide by the Code. Any member who doesn’t sign will be deemed to be in breach of the Code. We are told: “Peers are required not only to obey the letter of the rules, but to act in accordance with the spirit of those rules and the sense of the House.” Slowly but surely we are getting there.
